Winter date for aviation bill

New Delhi: The bill for a civil aviation authority is likely to be tabled in the winter session of Parliament. Sources said civil aviation minister Ashok Gajapathi Raju was pushing for the introduction of the bill in the upcoming session.

The bill to convert the Directorate General of Civil Aviation (DGCA) into a civil aviation authority (CAA) was supposed to be tabled in the budget session of Parliament.

Ministry officials said the bill had been circulated for comments from ministries.

“We hope to receive the replies soon. We are aiming for the winter session to table the bill,” said a senior aviation ministry official.


“The minister is keen to kickstart the process to set up the CAA soon. He believes it will not only help to streamline the sector but also help to monitor it better. Also, the formation of the CAA will help us to gain the confidence of foreign aviation authorities,” said the official.

According to the bill, the CAA will have full operational and financial autonomies to regulate all issues regarding safety and protect the interests of consumers.

It will be empowered to levy fees and charges under the Aircraft Act, 1934, and undertake its own recruitment and pay according to the current market rates.
