A new proposal from DGCA seeks to ease up regional air travel

New Delhi: If what aviation regulator DGCA has proposed is accepted by the Government, Non-Scheduled Operator Permit (NSOP) holders will be allowed to become Scheduled Commuter Services for domestic flights.

An NSOP holder is an operator who is not allowed to publish a flight schedule and needs permission before mounting each flight. Typically, NSOs are people who offer charter flights and sometimes offer services to corporate honchos for flying but by their very definition these people cannot offer regular flights like commercial airlines since they cannot publish schedules.


So what DGCA is proposing could change the fortunes of NSOP holders while also altering the contours of domestic regional air travel. More precisely, travel between city pairs where flights do not exist till now could become possible under this dispensation. The DGCA has sent this proposal to the Ministry of Civil Aviation for consideration in which conversion to Scheduled Commuter Services for such operators comes with a host of benefits. This provsion will allow a small aircraft operator to not only publish its flight schedule but to also avail of substantial other benefits if it promises to connect city pairs where there are no air services as of now.
